Cross-border electricity

Import and export are within the general scope of electricity trading, subject to the applicable rules. An executable cross-border arrangement also depends on the specific markets, border, capacity and operational registrations involved.

01

Assess a route, not just a market spread

A cross-border discussion should follow the electricity from the agreed source zone to the destination obligation. It must establish which parties hold the relevant access, who is responsible for capacity where required and how notifications and balancing interfaces connect. Route-specific costs and timing can materially change the assessment of an apparent price opportunity. The proposed structure therefore needs both a commercial view and confirmation that the operational chain is feasible.

  • A defined source-to-destination delivery chain
  • Access and capacity responsibilities by party
  • Route-specific costs, deadlines and assumptions

Define the route and its responsibilities.Market access, capacity, nominations and settlement are verified for the proposed delivery.
02

Define the delivery geography

A cross-border requirement needs clear source and destination bidding zones, delivery periods and volume profiles. Relevant commercial terms should also address the point at which delivery obligations pass between parties. Each market and border introduces its own practical prerequisites.

  • Source and destination bidding zones
  • Volume, delivery term and delivery point
  • Local market and counterparty requirements
03

Clarify capacity and nomination responsibilities

Access to cross-border capacity, auction or allocation arrangements and the associated nomination process must be addressed for the proposed transaction. A domestic trading licence alone should not be interpreted as evidence of operational access to every neighbouring market or interconnector.

  • Applicable allocation and access arrangements
  • Capacity and nomination responsibilities
  • Balancing and settlement interfaces
04

Consider the full commercial exposure

A spread between market prices does not by itself establish the outcome of a transaction. Capacity costs, losses where applicable, fees, currency exposure, credit and settlement obligations can change the overall assessment. WELLTRA’s scope for a specific route is confirmed before a proposal becomes executable.

  • All relevant cost components
  • Currency, credit and settlement conditions
  • Verified operational scope for the route
05

Clarify what remains conditional before execution

An initial commercial indication should distinguish the terms under discussion from prerequisites still outstanding. These may include counterparty approval, confirmation of access, capacity arrangements, contractual documents or settlement interfaces. Setting them out together helps the parties assess whether the proposed delivery can proceed and which actions are required first. No market, border or product should be presented as operationally available to WELLTRA until the applicable arrangements have been verified.

  • Indicative terms and conditions still outstanding
  • An owner for each prerequisite
  • A documented decision before commitment

A practical starting point

What to prepare.

You do not need a perfect data room to begin. A concise description of the requirement and the information below will help focus the first conversation.

  1. Source and destination market
  2. Proposed delivery period and volume profile
  3. Preferred delivery and pricing basis
  4. Existing access or capacity arrangements

Useful questions

Before we begin.

Does this mean WELLTRA is active on every European market?

No. Activity on a particular route or venue depends on its applicable prerequisites. Availability must be confirmed for that specific engagement.

What should a first enquiry include?

The intended source and destination, delivery period, approximate volume and any existing market-access or capacity arrangements.
